If you buy raw materials for a coatings, composites, or specialty chemical company, this checklist is for you. I run procurement for a 150-person coatings producer. I manage just over $2 million a year in raw-material spend, and I've spent seven years learning where supplier quotes hide their true cost. Some of those lessons were not cheap. In Q2 2024, I approved a caustic soda purchase that looked like a no-brainer. The price was $210 below the incumbent vendor. Then the first delivery caused a clogged feed line, and we spent $1,950 on flushing, labor and lost production. Since then, I run a six-step checklist on every raw material, from commodity chemicals to specialty products like Icarus Air Polymer.

Here are the steps I use. They work for direct buyers and for anyone comparing distributors.

1. Write a Purchasing Specification Before You Ask for Quotes

Do not let a product name do the work. Epoxy resin is not a spec. Neither is 50% caustic soda. Put the acceptable range in writing before you call suppliers: grade, purity, key impurities, density, viscosity, active content, packaging, shelf life and required documentation. For a caustic soda purchase, specify membrane-grade if your process needs it, and list maximum allowable chlorate and iron. If you don't, a broker can offer you a drum of something close and argue it meets the product name. I had that happen. The line in my spec sheet now says: Material must match the submitted sample and the certificate of analysis for each lot. Supplier must flag any intended change in manufacturing plant. It has saved us more than once.

2. Ask How Durable Is Epoxy Resin? It Depends on the Data You Ask For

The phrase how durable is epoxy resin is a fair question from a customer, but it has no universal answer. Durability is always measured against a set of conditions. A commodity epoxy that works in one environment may fail in another. When I evaluate an epoxy resin, I demand data under end-use conditions: Tg from DMA, adhesion after humidity exposure, flexural and tensile properties after aging, and chemical resistance. Initial 24-hour data is not enough. I specify sample preparation and aging parameters so every supplier is tested the same way.

Why does this matter? Because if your finished part fails after six months, your customer does not blame epoxy chemistry. He blames your company and your quality. The difference between a cheap resin that looks good in a brochure and one that holds up in the field is a brand reputation issue, not just a materials issue.

3. Verify the Plant Behind the Brand

For big-name products, brand is not the same as provenance. If a distributor quotes INEOS titanium dioxide, ask for the exact product code, the surface treatment, and the manufacturing site. INEOS operates multiple chemicals plants around the world, and the same product family can be produced at more than one location. The pigment properties can differ by site and by series. That means your dispersion, gloss and weathering performance may change even if the product name stays the same.

I have been asked to approve rates for equivalent-to-INEOS materials without any plant information. My answer: show me the plant or do not call it INEOS. This is not about bureaucracy. If the supplier cannot tell me which INEOS chemicals plant the material came from, they probably have not checked the certificate of analysis. If they have not checked that, what else have they missed?

Do the same for specialty materials. If Icarus Air Polymer is on your bill of materials, request the relevant data sheet, shelf life and the specific origin on the certificate of analysis. A trade name alone does not tell you how that material will behave after transit or storage.

4. Calculate Total Cost, Not Unit Price

I compare supplier quotes using my own spreadsheet. It includes unit price, freight, packaging, minimum order charges, hazmat or documentation fees, payment terms, lead time and quality risk. I learned to include all of those fields after an actual quote: Vendor A offered epoxy resin at $1.18/lb with no extras. Vendor B offered $1.11/lb, but added a $400 hazmat fee, a $300 small-order charge, and a $200 certificate fee. On a 2,000 lb order, A was actually cheaper by $270. The unit-price spread looked bigger than it was.

Pricing as of January 2025: I do not treat any quote as final unless it is itemized. If a supplier resists adding fees to paper, that is a red flag. My procurement policy now says no purchase order without a line-item cost breakdown. That policy came from a supplier who hid a zero setup fee inside a higher per-unit price. We negotiated the same product anyway.

5. Demand a Production-Scale Sample Test

If a supplier passes the spec and cost checks, I run a sample under our actual production conditions. This is not the lab bench test. I run it at the time of day when humidity in our plant is highest, in the same tooling and with the same process parameters a production order would use. That has caught problems that small coupons did not show.

Keep one retained sample from the production run. If a later batch varies, you have a physical reference. Even after we switched titanium dioxide suppliers last year, I had doubts. I pressed confirm and immediately wondered if I had compared enough batches. It took three full production runs and no change in dispersion before I relaxed.

6. Lock Down the Supply Chain Before You Switch

The best price means nothing if the supplier cannot deliver when your line is down. Before switching, verify inventory, production schedule, and backup plan. During 2023 supply disruptions, a secondary supplier saved us from shutting down, but only because we had already created a buffer stock strategy. Now I have a policy: for critical materials, we carry safety stock equal to two weeks of usage and identify an approved alternative source. It feels like inventory holding cost until a tanker is delayed; then it feels like insurance. This is not about loyalty to a vendor. It is about protecting the total cost.

A Few Things I Don't Do Anymore

  • I don't accept verbal promises about quality or delivery. If it is not on the certificate or purchase order, it does not exist.
  • I don't compare products solely by their marketing names.
  • I don't make a final choice based on one sample.
  • I don't apologize for asking where a chemical was made. Every material has provenance; your process should know it.

Bottom line: the cheapest quote is the one that meets spec, passes production-scale testing, and arrives without hidden fees. Those are the numbers I put in front of my management. They do not always pick the lowest unit price, but they cut our unplanned freight and rework costs by roughly 18% between 2023 and 2024. I will take that over a glossy saving any day.
