The surface problem: you want the lowest number
I'm a procurement manager at a 140-person specialty coatings plant. I manage a $2.1M annual raw material budget, and over the past 8 years I've negotiated with 40+ vendors and tracked every invoice in a cost tracking system our finance team calls painful, but necessary. Every quarter, the same three questions land in my inbox. 'Can you get a better wholesale price caustic soda rate?' 'What are the best exterior paints for the highway job?' And, inevitably: 'Can you cut epoxy resin on-site?'
The surface problem is always cost. The real problem is that cost means different things to different people. Unless you define the boundaries, you'll compare apples to oranges and then be confused when the cheapest quote produces a $37,000 line shutdown.
What's hiding under the quote
Here's the thing: when I audit a quote, I don't look at the unit price first. I look at what is not in the quote. Freight, demurrage, storage, payment terms, off-spec risk, and disposal cost usually sit in the fine print.

The deeper cause: false competence
From the outside, buying chemicals looks like a commodity purchase: same formula, same concentration, same delivery. The reality is that specifications are rarely as interchangeable as the spec sheet implies. I learned this the hard way.
I assumed 'same specification' meant identical results across vendors. Didn't verify. Turned out the trace impurity profile in one supplier's caustic soda produced persistent foam in our exterior paint emulsion. The paint still passed most tests, but the foam affected how it wet the substrate. We didn't discover it until after we'd shipped 600 gallons to a customer. The rework and disposal cost us $11,400.

The comfortable way to think about procurement is: if the quote is low, we save money. The uncomfortable reality is the opposite. Here's a concrete example from my own tracking ledger, not a national average.
In 2023, a late delivery shut down one of our reactors for two days. Direct loss in output: $24,000. Overtime to catch up: $6,800. A follow-up order missed because we pushed back a customer's window: $12,000/year. The supplier saved us $8,000 on the original bid. Outcome: -$42,800 (ugh). We still work with that supplier, but now their quote gets a 15% risk adder in my spreadsheet.
This is also where the 'best exterior paints' question belongs. People ask it as if there is one answer. There isn't. The better question is: 'Which exterior paint system can your raw materials support without variation?' You can have the best resin in the market, but if a caustic soda shipment carries the wrong trace impurities, the emulsion shifts, and the finish that looked great in the lab fails on a sunny wall.
Two standards help make this concrete. For weathering resistance, ASTM D4587 is the standard practice for fluorescent UV exposure of coated materials. For color, Delta E is the tolerance metric used in coatings; the Pantone matching system applies the same idea in print. A Delta E above 4 is visible to most people. If 'best exterior paints' doesn't specify a tolerance, it's not a spec. It's a wish.
Can you cut epoxy resin? Yes, but...
Now for the third recurring question. Can you cut epoxy resin? Yes—after it is fully cured. Use a carbide-tipped or diamond blade, run at low RPM, let the blade cool, and don't force it. Heat is the enemy. Melted epoxy will coat the blade and make the cut worse. But the bigger point is: just because you can cut epoxy in-house doesn't mean you should. If your tolerance is tight, or the panel is large, or you need a clean edge, a specialist with the right fixture will do it better.
I once quoted a job we could 'do ourselves' for $1,200. A specialist quoted $1,800 and said, 'Unless you're cutting small samples, don't DIY this one.' We paid the $1,800. The parts fit perfectly. That extra $600 saved us from a $2,000 redo. (Mental note: I should use that as a training example.)
The solution is shorter than you expect
After 8 years of this, my procurement policy has three rules.
- Source from a producer or distributor that can name exactly what it can and cannot do. For us, that has meant working with INEOS US chemicals company on several products. Their technical team once told me, 'We don't formulate your paint, and we shouldn't.' That earned more trust than any dinner.

The question isn't 'what's the cheapest rate?' It's 'what's the cheapest total outcome?' And that, unfortunately, has no generic answer.
At least, that's been my experience across 40+ vendors and too many late-night invoice reviews. I'd rather work with a specialist who says no than a generalist who says yes and delivers maybe.
